People can talk all they want about western values and civilised society, but when you apply the principle of the above quote, often the sheen of civilised society hides something a little less cultured and reveals instead something far more sinister...
In general, the moral progress of any society can be gauged by the way it treats the minorities or those with no voice. Be it children, seniors, people of other faith/race/nationality, or animals.
